A (declaration) of immunity from Allah and His Messenger, to those of the Pagans with whom ye have contracted mutual alliances:-

Tafsir

At-Tawba (the Repentance) Medinese [entirely], or [Medinese] except for the last two verses ending with verse 130 [which are Meccan], or [Medinese] except for one verse. The basmala, 'In the name of God, the Compassionate, the Merciful', does not preface this [soora] because the Prophet may peace and salutation be upon him was not commanded to [recite] it [in this way], as may be understood from a hadeeth reported by al-Haakim, in which he states [by way of an isnaad] from 'Alee that the basmala is [invoked] for 'security' (amaan), whereas this [soora] was revealed to remove security by way of the sword. According to [a hadeeth related] by Hudhayfa [ibn al-Yamaan]: 'You call it the soora of Repentance, but it is actually the soora of Chastisement (al-'adhaab)'. Al-Bukhaaree reported [by way of an isnaad] from al-Baraa' [ibn 'aazib] that this was the last soora to be revealed. This is: A declaration of immunity from God and His Messenger to, reach, the idolaters with whom you made a pact, a pact for an indefinite period of time, or one for [a period of] less than, or more than, four months; the annulment of the pact shall be as God mentions in His saying:
