وَهُوَ
And He
ٱلَّذِي
(is) the One Who
فِي

ٱلسَّمَآءِ
the heaven
إِلَٰهٞ
God
وَفِي

ٱلۡأَرۡضِ
the earth
إِلَٰهٞۚ
God
وَهُوَ
And He
ٱلۡحَكِيمُ
(is) the All-Wise
ٱلۡعَلِيمُ
the All-Knower
وَهُوَ
And He
ٱلَّذِي
(is) the One Who
فِي
(is) in
ٱلسَّمَآءِ
the heaven
إِلَٰهٞ
God
وَفِي
and in
ٱلۡأَرۡضِ
the earth
إِلَٰهٞۚ
God
وَهُوَ
And He
ٱلۡحَكِيمُ
(is) the All-Wise
ٱلۡعَلِيمُ
the All-Knower

Translation

And it is He [i.e., Allāh] who is [the only] deity in the heaven, and on the earth [the only] deity. And He is the Wise, the Knowing.

Tafsir

And He it is Who in the sky is God (fi'l-samaa'i ilaahun: pronounce here both hamzas, or drop the first one or softening it into a yaa'), in other words, [Who in the sky] is the Worshipped One, and in the earth is God (both adverbials are semantically connected to what follows); and He is the Wise, in the management of His creatures, the Knower, of their welfare.
