Translation

And those who disbelieve say, "Do not listen to this Qur’ān and speak noisily1 during [the recitation of] it that perhaps you will overcome."
Footnotes
1 - Other meanings include "speak improperly" and/or "make a clamor." The purpose of this was to prevent the hearing or understanding of the Qur’ān.

Tafsir

And those who disbelieve say, during the Prophet's may peace and salutation be upon him recitation [of Al-Qur'an], 'Do not listen to this Qur'aan and hoot it down, make a din and so forth, and clamour whenever he is reciting, that perhaps you might prevail', so that he will then desist from recitation.
