Translation

Say: "O my Servants who have transgressed against their souls! Despair not of the Mercy of Allah: for Allah forgives all sins: for He is Oft-Forgiving, Most Merciful.

Tafsir

Say [that God declares]: 'O My servants who have been prodigal against their own souls, do not despair (read taqnitoo, taqnatoo, or taqnutoo), do not give up hope, of God's mercy. Truly God forgives all sins, for those who repent from idolatry. Truly He is the Forgiving, the Merciful.
