Ayah

Word by Word
فَٱلتَّـٰلِيَٰتِ
And those who recite
ذِكۡرًا
(the) Message
فَٱلتَّـٰلِيَٰتِ
And those who recite
ذِكۡرًا
(the) Message

Translation

And those who recite the message,1
Footnotes
1 - To the prophets or among themselves. Allāh (subḥānahu wa taʿālā) swears by these three kinds of angels to the fact mentioned in the following verse.

Tafsir

and those who recite, that is to say, the readers of Al-Qur'an, they recite it, by way remembrance (dhikran is a verbal noun referring to [the action of] al-taaliyaat, 'those who recite').
