Translation

Verily, when He intends a thing, His Command is, "be", and it is!

Tafsir

His command, His affair, when He wills a thing, that is, [when He will] to create something, is just to say to it 'Be', and it is (a variant reading [for fa-yakoonu] has fa-yakoona, as a supplement to yaqoola, 'to say').
