سَبَأ : ٢٨

وَمَآ And not
أَرۡسَلۡنَٰكَ We have sent you
إِلَّا except
كَآفَّةٗ inclusively
لِّلنَّاسِ to mankind
بَشِيرٗا (as) a giver of glad tidings
وَنَذِيرٗا and (as) a warner
وَلَٰكِنَّ But
أَكۡثَرَ most
ٱلنَّاسِ [the] people
لَا (do) not
يَعۡلَمُونَ know

And We have not sent you except comprehensively¹ to mankind as a bringer of good tidings and a warner. But most of the people do not know.

And We did not send you except to all (kaaffatan is a circumstantial qualifier referring to al-naas, 'mankind', and is made to precede [li'l-naas] because of the importance attached to it) of mankind [both] as a bearer of good tidings, to believers, of the Paradise, and a warner, to the disbelievers, of chastisement, but most people, such as the disbelievers of Mecca, do not know, this.

The Helplessness of the gods of the Idolators Here Allah states clearly that He is the One and Only God, the Self-Sufficient Master, Who has no peer or partner; He is independent in His command and there is no one who can share or dispute with Him in that, or overturn His command. So, He says: قُلِ ادْعُوا الَّذِينَ زَعَمْتُم مِّن دُونِ اللَّهِ Say:Call upon those whom you assert besides Allah... meaning, the gods who are worshipped besides Allah. لَاا يَمْلِكُونَ مِثْقَالَ ذَرَّةٍ فِي السَّمَاوَاتِ وَلَاا فِي الاْاَرْضِ they possess not even the weight of a speck of dust, either in the heavens or on the earth, This is like the Ayah: وَالَّذِينَ تَدْعُونَ مِن دُونِهِ مَا يَمْلِكُونَ مِن قِطْمِيرٍ And those, whom you invoke or call upon instead of Him, own not even a Qitmir. (35:13) وَمَا لَهُمْ فِيهِمَا مِن شِرْكٍ nor have they any share in either, means, they do not possess anything, either independently or as partners. وَمَا لَهُ مِنْهُم مِّن ظَهِيرٍ nor there is for Him any supporter from among them. means, nor does Allah have among these rivals any whose support He seeks in any matter; on the contrary, all of creation is in need of Him and is enslaved by Him. Then Allah says وَلَا تَنفَعُ الشَّفَاعَةُ عِندَهُ إِلاَّ لِمَنْ أَذِنَ لَهُ Intercession with Him profits not except for him whom He permits. meaning, because of His might, majesty and pride, no one would dare to intercede with Him in any matter, except after being granted His permission to intercede. As Allah says: مَن ذَا الَّذِى يَشْفَعُ عِندَهُ إِلاَّ بِإِذْنِهِ Who is he that can intercede with Him except with His permission. (2:255) وَكَمْ مِّن مَّلَكٍ فِى السَّمَـوَتِ لَا تُغْنِى شَفَـعَتُهُمْ شَيْياً إِلاَّ مِن بَعْدِ أَن يَأْذَنَ اللَّهُ لِمَن يَشَأءُ وَيَرْضَى And there are many angels in the heavens, whose intercession will avail nothing except after Allah has given leave for whom He wills and is pleased with. (53:26) وَلَا يَشْفَعُونَ إِلاَّ لِمَنِ ارْتَضَى وَهُمْ مِّنْ خَشْيَتِهِ مُشْفِقُونَ and they cannot intercede except for him with whom He is pleased. And they stand in awe for fear of Him. (21:28) It was reported in the Two Sahihs through more than one chain of narration that the Messenger of Allah, who is the leader of the sons of Adam and the greatest intercessor before Allah, will go to stand in Al-Maqam Al-Mahmud(the praised position) to intercede for all of mankind when their Lord comes to pass judgement upon them. He said: فَأَسْجُدُ للهِ تَعَالَى فَيَدَعُنِي مَااَشاءَ اللهُ أَنْ يَدَعَنِي وَيَفْتَحُ عَلَيَّ بِمَحَامِدَ لَاأ أُحْصِيهَا الاْأنَ ثُمَّ يُقَالُ يَامُحَمَّدُ ارْفَعْ رَأْسَكَ وَقُلْ تُسْمَعْ وَسَلْ تُعْطَهُ وَاشْفَعْ تُشَفَّع Then I will prostrate to Allah, may He be exalted, and He will leave me (in that position), as long as Allah wills, and He will inspire me to speak words of praise which I cannot mention now. Then it will be said, O Muhammad, raise your head. - Speak, you will be heard; - ask, you will be given; - intercede, your intercession will be accepted... حَتَّى إِذَا فُزِّعَ عَن قُلُوبِهِمْ قَالُوا مَاذَا قَالَ رَبُّكُمْ قَالُوا الْحَقَّ So much so that when fear is banished from their hearts, they say: What is it that your Lord has said! They say the truth. This also refers to the great degree of His might and power. When He speaks words of revelation, the inhabitants of the heavens hear what He says, and they tremble with fear (of Allah) so much that they swoon. This was the view of Ibn Mas`ud, may Allah be pleased with him, Masruq and others. حَتَّى إِذَا فُزِّعَ عَن قُلُوبِهِمْ (So much so that when fear is banished from their hearts) means, when the fear leaves their hearts. Ibn Abbas, Ibn Umar, Abu Abdur-Rahman As-Sulami, Ash-Sha`bi, Ibrahim An-Nakha`i, Ad-Dhahhak, Al-Hasan and Qatadah said concerning the Ayah, حَتَّى إِذَا فُزِّعَ عَن قُلُوبِهِمْ قَالُوا مَاذَا قَالَ رَبُّكُمْ قَالُوا الْحَقَّ (So much so that when fear is banished from their hearts, they say:What is it that your Lord has said! They say the truth), When the fear is lifted from their hearts. When this happens, some of them say to others, What did your Lord say! Those (angels) who are carrying the Throne tell those who are next to them, then they in turn pass it on to those who are next to them, and so on, until the news reaches the inhabitants of the lowest heaven. Allah says, قَالُوا الْحَقَّ (They say the truth) meaning, they report what He said, without adding or taking away anything. وَهُوَ الْعَلِيُّ الْكَبِيرُ And He is the Most High, the Most Great. In his Tafsir of this Ayah in his Sahih, Al-Bukhari recorded that Abu Hurayrah, may Allah be pleased with him said, The Prophet of Allah said: إِذَا قَضَى اللهُ تَعَالَى الاَْمْرَ فِي السَّمَاءِ ضَرَبَتِ الْمَلَيِكَةُ بِأَجْنِحَتِهَا خُضْعَانًا لِقَوْلِهِ كَأَنَّهُ سِلْسِلَةٌ عَلَى صَفْوَانٍ فَإِذَا فُزِّعَ عَنْ قُلُوبِهِمْ قَالُوا مَاذَا قَالَ رَبُّكُمْ قَالُوا لِلَّذِي قَالَ الْحَقَّ وَهُوَ الْعَلِيُّ الْكَبِيرُ فَيَسْمَعُهَا مُسْتَرِقُ السَّمْعِ وَمُسْتَرِقُ السَّمْعِ هَكَذَا بَعْضُهُ فَوْقَ بَعْضٍ وَوَصَفَ سُفْيَانُ بِيَدِهِ فَحَرَّفَهَا وَنَشَرَ بَيْنَ أَصَابِعِهِ فَيَسْمَعُ الْكَلِمَةَ فَيُلْقِيهَا إِلَى مَنْ تَحْتَهُ ثُمَّ يُلْقِيهَا الاْخَرُ إِلَى مَنْ تَحْتَهُ حَتْى يُلْقِيَهَا عَلَى لِسَانِ السَّاحِرِ أَوِ الْكَاهِنِ فَرُبَّمَا أَدْرَكَهُ الشِّهَابُ قَبْلَ أَنْ يُلْقِيَهَا وَرُبَّمَا أَلْقَاهَا قَبْلَ أَنْ يُدْرِكَهُ فَيَكْذِبُ مَعَهَا مِايَةَ كَذْبَةٍ فَيُقَالُ أَلَيْسَ قَدْ قَالَ لَنَا يَوْمَ كَذَا وَكَذَا كَذَا وَكَذَا فَيُصَدَّقُ بِتِلْكَ الْكَلِمَةِ الَّتِي سُمِعَتْ مِنَ السَّمَاء When Allah decrees a matter in heaven, the angels beat their wings in submission to His Words, making a sound like a chain striking a smooth rock. When the fear is banished from their hearts, they say, What is it that your Lord has said! They say the truth, and He is the Most High, the Most Great. Then the one who is listening out hears that, and those who are listening out are standing one above the other. -- Sufyan (one of the narrators) demonstrated with his hand, holding it vertically with the fingers outspread. So he hears what is said and passes it on to the one below him, and that one passes it to the one who is below him, and so on until it reaches the lips of the soothsayer or fortune-teller. Maybe a meteor will hit him before he can pass anything on, or maybe he will pass it on before he is hit. He tells a hundred lies alongside it, but it will be said, Did he not tell us that on such and such a day, such and such would happen? So they believe him because of the one thing which was heard from heaven. This was recorded by Al-Bukhari, not by Muslim. Abu Dawud, At-Tirmidhi and Ibn Majah also recorded it. And Allah knows best Allah has no partner in anything whatsoever Allah says: قُلْ مَن يَرْزُقُكُم مِّنَ السَّمَاوَاتِ وَالاَْرْضِ قُلِ اللَّهُ Say:Who gives you provision from the heavens and the earth! Say:Allah. Allah tells us that He is unique in His power of creation and His giving of provision, and that He is unique in His divinity also. As they used to admit that no one in heaven or on earth except Allah gave them provision, i.e., by sending down water and causing crops to grow, so they should also realize that there is no god worthy of worship besides Him. وَإِنَّا أَوْ إِيَّاكُمْ لَعَلَى هُدًى أَوْ فِي ضَلَإلٍ مُّبِينٍ And verily, (either) we or you are rightly guided or in plain error. `One of the two sides must be speaking falsehood, and one must be telling the truth. There is no way that you and we could both be following true guidance, or could both be misguided. Only one of us can be correct, and we have produced the proof of Tawhid which indicates that your Shirk must be false.' Allah says: وَإِنَّا أَوْ إِيَّاكُمْ لَعَلَى هُدًى أَوْ فِي ضَلَإلٍ مُّبِينٍ And verily, (either) we or you are rightly guided or in plain error. Qatadah said, The Companions of Muhammad said this to the idolators:`By Allah, we and you cannot be following the same thing, only one of us can be truly guided.' Ikrimah and Ziyad bin Abi Maryam said, It means:we are rightly guided and you are in plain error. قُل لاَّ تُسْأَلُونَ عَمَّا أَجْرَمْنَا وَلَا نُسْأَلُ عَمَّا تَعْمَلُونَ Say: You will not be asked about our sins, nor shall we be asked of what you do. This indicates disowning them, saying, `you do not belong to us and we do not belong to you, because we call people to Allah, to believe that He is the Only God and to worship Him alone. If you respond, then you will belong to us and we to you, but if you reject our call, then we have nothing to do with you and you have nothing to do with us.' This is like the Ayat: وَإِن كَذَّبُوكَ فَقُل لِّى عَمَلِى وَلَكُمْ عَمَلُكُمْ أَنتُمْ بَرِييُونَ مِمَّأ أَعْمَلُ وَأَنَاْ بَرِىءٌ مِّمَّا تَعْمَلُونَ And if they deny you, say:For me are my deeds and for you are your deeds! You are innocent of what I do, and I am innocent of what you do! (10:41) قُلْ يأَيُّهَا الْكَـفِرُونَ لَا أَعْبُدُ مَا تَعْبُدُونَ وَلَا أَنتُمْ عَـبِدُونَ مَأ أَعْبُدُ وَلَا أَنَأ عَابِدٌ مَّا عَبَدتُّمْ وَلَا أَنتُمْ عَـبِدُونَ مَأ أَعْبُدُ لَكُمْ دِينُكُمْ وَلِىَ دِينِ Say: O disbelievers! I worship not that which you worship, Nor will you worship that which I worship. And I shall not worship that which you are worshipping. Nor will you worship that which I worship. To you be your religion, and to me my religion. (104:1-6) قُلْ يَجْمَعُ بَيْنَنَا رَبُّنَا Say:Our Lord will assemble us all together... means, `on the Day of Resurrection, He will bring all of creation together in one arena, then He will judge between us with truth, i.e., with justice.' ثُمَّ يَفْتَحُ بَيْنَنَا بِالْحَقِّ then He will judge between us with truth. Each person will be rewarded or punished according to his deeds; if they are good, then his end will be good, and if they are bad, then his end will be bad. On that Day they will know who has attained victory, glory and eternal happiness, as Allah says: وَيَوْمَ تَقُومُ السَّاعَةُ يَوْمَيِذٍ يَتَفَرَّقُونَ فَأَمَّا الَّذِينَ ءَامَنُواْ وَعَمِلُواْ الصَّـلِحَـتِ فَهُمْ فِى رَوْضَةٍ يُحْبَرُونَ وَأَمَّا الَّذِينَ كَفَرُواْ وَكَذَّبُواْ بِـَايَـتِنَا وَلِقَأءِ الاَّخِرَةِ فَأُوْلَـيِكَ فِى الْعَذَابِ مُحْضَرُونَ And on the Day when the Hour will be established -- that Day shall (all men) be separated. Then as for those who believed and did righteous good deeds, such shall be honored and made to enjoy luxurious life (forever) in a Garden of Delight. And as for those who disbelieved and denied Our Ayat, and the meeting of the Hereafter, such shall be brought forth to the torment. (30:14-16) Allah says: وَهُوَ الْفَتَّاحُ الْعَلِيمُ And He is the Just Judge, the All-Knower of the true state of affairs. قُلْ أَرُونِي الَّذِينَ أَلْحَقْتُم بِهِ شُرَكَاء Say:Show me those whom you have joined with Him as partners... means, `show me those gods whom you made as rivals and equals to Allah.' كَلَّ Nay, means, He has no peer, rival, partner or equal. Allah says: بَلْ هُوَ اللَّهُ But He is Allah, meaning, the One and Only God Who has no partner. الْعَزِيزُ الْحَكِيمُ the Almighty, the All-Wise. means, the Owner of might with which He subjugates and controls all things, the One Who is Wise in all His Words and deeds, Laws and decrees. Blessed and exalted and sanctified be He far above all that they say. And Allah knows best The Prophet was sent to all of Mankind Allah says to His servant and Messenger Muhammad: وَمَا أَرْسَلْنَاكَ إِلاَّ كَافَّةً لِّلنَّاسِ بَشِيرًا وَنَذِيرًا And We have not sent you except as a giver of glad tidings and a warner to all mankind, i.e., to all of creation among those who are accountable for their deeds. This is like the Ayah: قُلْ يَأَيُّهَا النَّاسُ إِنِّى رَسُولُ اللَّهِ إِلَيْكُمْ جَمِيعًا Say:O mankind! Verily, I am sent to you all as the Messenger of Allah. (7:158) تَبَارَكَ الَّذِى نَزَّلَ الْفُرْقَانَ عَلَى عَبْدِهِ لِيَكُونَ لِلْعَـلَمِينَ نَذِيراً Blessed be He Who sent down the Criterion to His servant that he may be a warner to the all creatures. (25:1) بَشِيرًا وَنَذِيرًا a giver of glad tidings and a warner means, to bring the glad tidings of Paradise to those who obey you and to warn of the fire of Hell to those who disobey you. This is like the Ayat: وَلَكِنَّ أَكْثَرَ النَّاسِ لَا يَعْلَمُونَ and most of men know not. وَمَأ أَكْثَرُ النَّاسِ وَلَوْ حَرَصْتَ بِمُوْمِنِينَ And most of mankind will not believe even if you desire it eagerly. (12:103) وَإِن تُطِعْ أَكْثَرَ مَن فِى الاٌّرْضِ يُضِلُّوكَ عَن سَبِيلِ اللَّهِ And if you obey most of those on the earth, they will mislead you far away from Allah's path. (6:116) Muhammad bin Ka`b said concerning the Ayah: وَمَا أَرْسَلْنَاكَ إِلاَّ كَافَّةً لِّلنَّاسِ (And We have not sent you except to all mankind) meaning, to all the people. Qatadah said concerning this Ayah, Allah, may He be exalted, sent Muhammad to both the Arabs and the non-Arabs, so the most honored of them with Allah is the one who is most obedient to Allah. In the Two Sahihs it was reported that Jabir, may Allah be pleased with him said, The Messenger of Allah said: أُعْطِيتُ خَمْسًا لَمْ يُعْطَهُنَّ أَحَدٌ مِنَ الاَْنْبِيَاءِ قَبْلِي نُصِرْتُ بِالرُّعْبِ مَسِيرَةَ شَهْرٍ وَجُعِلَتْ لِيَ الاَْرْضُ مَسْجِدًا وَطَهُورًا فَأَيُّمَا رَجُلٍ مِنْ أُمَّتِي أَدْرَكَتْهُ الصَّلَةُ فَلْيُصَلِّ وَأُحِلَّتْ لِيَ الْغَنَايِمُ وَلَمْ تَحِلَّ لاَِحَدٍ قَبْلِي وَأُعْطِيتُ الشَّفَاعَةَ وَكَانَ النَّبِيُّ يُبْعَثُ إِلَى قَوْمِهِ خَاصَّةً وَبُعِثْتُ إِلَى النَّاسِ عَامَّة I have been given five things which were not given to any of the Prophets before me. I have been aided by fear (the distance of) a month's journey. The entire earth has been made a Masjid and a means of purification for me, so that when the time for prayer comes, any man of my Ummah should pray. The spoils of war have been made permissible for me, whereas they were not permitted for any before me. I have been given the power of intercession; and the Prophets before me were sent to their own people, but I have been sent to all of mankind. It was also recorded in the Sahih that the Messenger of Allah said: بُعِثْتُ إِلَى الاَْسْوَدِ وَالاَْحْمَر I have been sent to the black and the red. Mujahid said, This means to the Jinn and to mankind. Others said that it meant the Arabs and the non-Arabs. Both meanings are correct. How the Disbelievers asked about when the Resurrection would happen, and the Response to Them Allah tells us how the disbelievers believed it unlikely that the Hour would ever come to pass: وَيَقُولُونَ مَتَى هَذَا الْوَعْدُ إِن كُنتُمْ صَادِقِينَ And they say:When is this promise if you are truthful! This is like the Ayah: يَسْتَعْجِلُ بِهَا الَّذِينَ لَا يُوْمِنُونَ بِهَا وَالَّذِينَ ءَامَنُواْ مُشْفِقُونَ مِنْهَا وَيَعْلَمُونَ أَنَّهَا الْحَقُّ Those who believe not therein seek to hasten it, while those who believe are fearful of it, and know that it is the very truth... (42:18) Then Allah says: قُل لَّكُم مِّيعَادُ يَوْمٍ لاَّ تَسْتَأْخِرُونَ عَنْهُ سَاعَةً وَلَا تَسْتَقْدِمُونَ Say:The appointment to you is for a Day, which you cannot for an hour move back nor forward. meaning, `you have an appointed time which is fixed and cannot be changed or altered. When it comes, you will not be able to put it back or bring it forward,' as Allah says: إِنَّ أَجَلَ اللَّهِ إِذَا جَأءَ لَا يُوَخَّرُ Verily, the term of Allah when it comes, cannot be delayed. (71:4) وَمَا نُوَخِّرُهُ إِلاَّ لاًّجَلٍ مَّعْدُودٍ يَوْمَ يَأْتِ لَا تَكَلَّمُ نَفْسٌ إِلاَّ بِإِذْنِهِ فَمِنْهُمْ شَقِىٌّ وَسَعِيدٌ And We delay it only for a term (already) fixed. On the Day when it comes, no person shall speak except by His leave. Some among them will be wretched and (others) blessed. (11:104-105) How the Disbelievers have agreed in this World to deny the Truth, and how They will dispute with One Another on the Day of Resurrection Allah tells us about the excessive wrongdoing and stubbornness of the disbelievers, and their insistence on not believing in the Holy Qur'an and what it tells them about the Resurrection. Allah says: وَقَالَ الَّذِينَ كَفَرُوا لَن نُّوْمِنَ بِهَذَا الْقُرْانِ وَلَا بِالَّذِي بَيْنَ يَدَيْهِ And those who disbelieve say:We believe not in this Qur'an nor in that which was before it. وَلَوْ تَرَى إِذِ الظَّالِمُونَ مَوْقُوفُونَ عِندَ رَبِّهِمْ But if you could see when the wrongdoers are made to stand before their Lord, Allah threatens them and warns them of the humiliating position they will be in before Him, arguing and disputing with one another: يَرْجِعُ بَعْضُهُمْ إِلَى بَعْضٍ الْقَوْلَ يَقُولُ الَّذِينَ اسْتُضْعِفُوا how they will cast the (blaming) word one to another! Those who were deemed weak (this refers to the followers) -- لِلَّذِينَ اسْتَكْبَرُوا to those who were arrogant -- (this refers to the leaders and masters) -- لَوْلَا أَنتُمْ لَكُنَّا مُوْمِنِينَ Had it not been for you, we should certainly have been believers! meaning, `if you had not stopped us, we would have followed the Messengers and believed in what they brought. قَالَ الَّذِينَ اسْتَكْبَرُوا لِلَّذِينَ اسْتُضْعِفُوا And those who were arrogant will say to those who were deemed weak: i.e. their leaders and masters, those who were arrogant, will say to them: أَنَحْنُ صَدَدْنَاكُمْ عَنِ الْهُدَى بَعْدَ إِذْ جَاءكُم Did we keep you back from guidance after it had come to you? meaning, `we did nothing more to you than to call you, and you followed us without any evidence or proof, and you went against the evidence and proof which the Messengers brought because of your own desires; it was your own choice.' They will say: بَلْ كُنتُم مُّجْرِمِينَ وَقَالَ الَّذِينَ اسْتُضْعِفُوا لِلَّذِينَ اسْتَكْبَرُوا بَلْ مَكْرُ اللَّيْلِ وَالنَّهَارِ ...Nay, but you were criminals. Those who were deemed weak will say to those who were arrogant: Nay, but it was your plotting by night and day... meaning, `you used to plot against us night and day, tempting us with promises and false hopes, and telling us that we were truly guided and that we were following something, but all of that was falsehood and manifest lies.' Qatadah and Ibn Zayd said: بَلْ مَكْرُ اللَّيْلِ وَالنَّهَارِ (Nay, but it was your plotting by night and day), means, You plotted by night and day. Malik narrated something similar from Zayd bin Aslam. إِذْ تَأْمُرُونَنَا أَن نَّكْفُرَ بِاللَّهِ وَنَجْعَلَ لَهُ أَندَادًا when you ordered us to disbelieve in Allah and set up rivals to Him! means, `to set up gods as equal to Him, and you created doubts and confusion in our minds, and you fabricated far-fetched ideas with which to lead us astray.' وَأَسَرُّوا النَّدَامَةَ لَمَّا رَأَوُا الْعَذَابَ And each of them (parties) will conceal their own regrets, when they behold the torment. means, both the leaders and the followers will feel regret for what they did previously. وَجَعَلْنَا الاَْغْلَلَ فِي أَعْنَاقِ الَّذِينَ كَفَرُوا And We shall put iron collars round the necks of those who disbelieved. This is a chain which will tie their hands to their necks. هَلْ يُجْزَوْنَ إِلاَّ مَا كَانُوا يَعْمَلُونَ Are they requited aught except what they used to do. means, they will be punished according to their deeds:the leaders will be punished according to what they did, and the followers will be punished according to what they did. قَالَ لِكُلٍّ ضِعْفٌ وَلَـكِن لاَّ تَعْلَمُونَ He will say:For each one there is double (torment), but you know not. (7:38) Ibn Abi Hatim recorded that Abu Hurayrah, may Allah be pleased with him, said, The Messenger of Allah said: إِنَّ جَهَنَّمَ لَمَّا سِيقَ إِلَيْهَا أَهْلُهَا تَلَقَّاهُمْ لَهَبُهَا ثُمَّ لَفَحَتْهُمْ لَفْحَةً فَلَمْ يَبْقَ لَحْمٌ إِلاَّ سَقَطَ عَلَى الْعُرْقُوب When the people of Hell are driven towards it, it will meet them with its flames, then the Fire will burn their faces and the flesh will all fall to their hamstrings.

Commentary That Allah is One and that His power is absolute was the subject in previous verses. In the present verse, it is being said that the Holy Prophet ﷺ “ was sent as the Messenger of Allah to all peoples of the world who are there now or will come in the future. The word: كَافَّةً (Kaaffah) in: كَافَّةً لِلنَاس Kaaffatal-lin-naas: for all peoples) is used in the sense of making something universal and inclusive of all without the exclusion of anyone from it. The grammatical arrangement of the text required saying: لِلنَاس (lin-naasi kaaffatan: for the people as a whole) because the word: (kaaffah: all) is grammatically a hal (adverb) relatable to the word نَاس (naas: people). But, in order to put a clear accent on the universality of the mission of the Last Rasul of Allah, the word: كَافَّةً (Kaaffah: all) was set to come earlier. The mission of a messenger or prophet assigned to all prophets sent before the Holy Prophet ﷺ was restricted to some particular people and particular geographical area. It is the peculiarity of the Sayyidna Muhammad al-Mustafa ﷺ ، that his prophetic mission is common and open to all peoples of the world. In fact, it is not simply for human beings, but is so for the Jinns as well. And then, it is not just for those who were present during his blessed time, but is universally applicable to all human generations to come right up to the last day of Qiyamah. And this very fact of the continuity and survival of his mission as prophet and messenger demands that he has to be the Last and Final of the prophets and that no prophet is to come after his appearance. The reason is that another prophet is sent when the law and teachings of the one before him are distorted or altered. Thus, a second prophet is sent to reform the people and reinstate them according to Allah's pleasure. As for the Shari’ ah of the Holy Prophet ﷺ and that of His own Book, the Qur'an, right through the last day of Qiyamah, the responsibility of its protection has already been undertaken by Allah Ta’ ala Himself. Therefore, it will hold on and survive till Qiyamah in its original state and there would be no need for some other prophet to be sent. According to a narration of Sayyidna Jabir ؓ appearing in the Sahihs of al-Bukhari and Muslim and elsewhere, the Holy Prophet ﷺ has been reported to have said: 'I have been given five things that have not been given to anyone else before me: (1) That Allah Ta’ ala helped me by placing in my person such an awe as it is felt by the people from the distance of a month of travel. (2) That the whole earth has been declared to be a masjid and a purifier for me (in the religious codes of past prophets, their worship used to be performed only in particular places set up as houses of worship. Worship was not allowed outside their appointed prayer places, either in the open or inside homes. For the Muslim community, Allah Ta’ ala made the whole earth a masjid in the sense that Salah can be made everywhere - and in the absence of water not being available or its use being harmful, the dust of the earth was made tahur or purifier so that it could be used to make tayammum which becomes a valid alternate of wudu). (3) That property from the spoils has been made halal for me. Before me, it was not halal for any other community (among whom the rule was to assemble the war spoils collected from the disbelieving adversary and deposit it at an appointed place in the belief that some fire or lightening would descend from the heavens and burn it, and this act of burning would itself be the sign of the acceptance of their religious war. For the Muslim community, distributing the spoils in accordance with the rule enunciated by the Qur'an and spending it as needed was made permissible). (4) That I was given the station of the Great Intercession اِلشَّفَاعَت اَلکُبرَیٰ : ash-Shafa'ah al-Kubra) (that is, when no prophet would dare intercede on behalf of others on the fateful plains of the Resurrection [ al-hashr ], I shall, then, be given the opportunity to intercede). (5) That before me, every prophet was sent to his particular people - I have been sent as a prophet to all peoples of the world. (Ibn Kathir)

Tafsir Surat Al-Saba': 28-30 Dan Kami tidak mengutus kamu melainkan kepada umat manusia seluruhnya sebagai pembawa berita gembira dan sebagai pemberi peringatan, tetapi kebanyakan manusia tidak mengetahui. Dan mereka berkata, "Kapankah (datangnya) janji itu, jika kamu memang benar?” Katakanlah, "Bagimu ada hari yang telah dijanjikan (hari kiamat) yang tidak dapat kamu minta mundur darinya dan tidak (pula) kamu dapat minta supaya dimajukan barang sesaatpun.” Ayat 28 Allah ﷻ berfirman kepada hamba dan Rasul-Nya, Muhammad ﷺ: “Dan Kami tidak mengutus kamu, melainkan kepada umat manusia seluruhnya sebagai pembawa berita gembira dan sebagai pemberi peringatan.” (Saba: 28) Yaitu kepada semua makhluk yang dikenai taklif, sebagaimana pengertian yang disebutkan dalam ayat lain melalui firman-Nya: “Katakanlah, ‘Hai manusia, sesungguhnya aku adalah utusan Allah kepada kamu sekalian’." (Al-Araf: 158) Dan firman Allah ﷻ: “Maha Suci Allah yang telah menurunkan Al-Furqan (Al-Qur'an) kepada hamba-Nya, agar dia menjadi pemberi peringatan kepada seluruh alam.” (Al-Furqan: 1) Adapun firman Allah ﷻ: “Sebagai pembawa berita gembira dan sebagai pemberi peringatan.” (Saba: 28) Artinya, kamu menyampaikan berita gembira masuk surga bagi orang-orang yang taat kepadamu, dan kamu memberikan peringatan masuk neraka bagi orang-orang yang durhaka kepadamu. “Tetapi kebanyakan manusia tidak mengetahui.” (Saba: 28) Semakna dengan apa yang disebutkan oleh firman-Nya: “Dan sebagian besar manusia tidak akan beriman, walaupun kamu sangat menginginkannya.” (Yusuf: 103) Dan firman Allah ﷻ: “Dan jika kamu menuruti kebanyakan orang-orang yang di muka bumi ini, niscaya mereka akan menyesatkanmu dari jalan Allah.” (Al-An'am: 116) Muhammad ibnu Ka'b telah mengatakan sehubungan dengan makna firman Allah ﷻ: “Dan Kami tidak mengutusmu melainkan kepada umat manusia seluruhnya.” (Saba: 28) Yaitu kepada segenap umat manusia. Qatadah mengatakan sehubungan dengan makna ayat ini, bahwa Allah ﷻ mengutus Muhammad ﷺ kepada bangsa Arab dan non-Arab, maka orang yang paling mulia di antara mereka adalah yang paling bertakwa kepada Allah ﷻ dan taat kepada-Nya. Ibnu Abu Hatim mengatakan, telah menceritakan kepada kami Abu Abdullah Az-Zarani, telah menceritakan kepada kami Hafs ibnu Umar Al-Adni, telah menceritakan kepada kami Al-Hakam ibnu Aban, dari Ikrimah yang mengatakan bahwa ia pernah mendengar sahabat Ibnu Abbas r.a. mengatakan bahwa sesungguhnya Allah ﷻ telah mengutamakan Muhammad ﷺ di atas semua penduduk langit dan semua para nabi. Murid-murid Ibnu Abbas bertanya, "Wahai Ibnu Abbas, apakah keutamaan Nabi Muhammad ﷺ atas semua para nabi?" Ibnu Abbas menjawab bahwa sesungguhnya Allah ﷻ telah berfirman: “Kami tidak mengutus seorang rasul pun, melainkan dengan bahasa kaumnya, supaya ia dapat memberi penjelasan dengan terang kepada mereka.” (Ibrahim: 4) Sedangkan sehubungan dengan Nabi Muhammad ﷺ Allah ﷻ berfirman: “Dan Kami tidak mengutus kamu, melainkan kepada umat manusia seluruhnya.” (Saba: 28) Maka Allah mengutusnya kepada umat manusia dan umat jin. Apa yang dikatakan oleh Ibnu Abbas ini mempunyai bukti yang menguatkannya disebutkan di dalam kitab Sahihain yang di-marfu '-kan oleh sahabat Jabir r.a. yang mengatakan bahwa Rasulullah ﷺ pernah bersabda: "Aku dianugerahi lima perkara yang belum pernah dianugerahkan kepada seorang nabi pun sebelumku: Aku diberi pertolongan dengan rasa gentar yang mencekam hati musuh sejauh perjalanan satu bulan; bumi ini dijadikan bagiku sebagai masjid dan suci lagi menyucikan, maka barang siapa dari kalangan umatku yang memasuki waktu shalat hendaklah ia shalat (di mana pun dia berada); dan dihalalkan bagiku ganimah, padahal ganimah belum pernah dihalalkan kepada seorang pun sebelumku; aku diberi izin untuk memberikan syafaat; dan dahulu seorang nabi diutus khusus hanya kepada kaumnya, sedangkan aku diutus untuk seluruh umat manusia. Di dalam kitab sahih disebutkan pula bahwa Rasulullah ﷺ pernah bersabda: “Aku diutus untuk kulit hitam dan kulit merah.” Menurut Mujahid, makna yang dimaksud ialah jin dan manusia seluruhnya. Selain Mujahid mengatakan bahwa yang dimaksud ialah orang Arab dan orang non-Arab. Semua pendapat tersebut benar. Ayat 29 Kemudian Allah ﷻ menceritakan perihal orang-orang kafir yang menganggap mustahil hari kiamat terjadi, melalui firman-Nya: “Dan mereka berkata, ‘Kapankah (datangnya) janji ini, jika kamu memang benar’?” (Saba: 29) Ayat ini semakna dengan apa yang disebutkan oleh firman-Nya dalam ayat lain: “Orang-orang yang tidak beriman kepada hari kiamat meminta supaya hari itu segera didatangkan dan orang-orang yang beriman merasa takut kepadanya dan mereka yakin bahwa kiamat itu adalah benar (akan terjadi).” (Asy-Syura: 18) hingga akhir ayat. Ayat 30 Selanjutnya disebutkan oleh firman-Nya: “Katakanlah, ‘Bagimu ada hari yang telah dijanjikan (hari kiamat) yang tidak dapat kamu minta mundur darinya barang sesaat pun dan tidak (pula) kamu dapat meminta supaya dimajukan’." (Saba: 30) Artinya, bagi kalian telah ada hari yang ditentukan, yang bilangannya telah dicatat, tidak dapat ditambah-tambahi dan tidak dapat pula dikurangi. Apabila hari itu telah tiba, maka tidak dapat ditanggguhkan barang sesaat pun dan tidak dapat pula dimajukan. Semakna dengan apa yang disebutkan oleh firman-Nya: “Sesungguhnya ketetapan Allah apabila telah datang tidak dapat ditangguhkan.” (Nuh: 4). Dan firman Allah ﷻ: “Dan kami tidaklah mengundurkannya, melainkan sampai waktu yang tertentu. Di kala datang hari itu, tidak ada seorang pun yang berbicara, melainkan dengan izin-Nya; maka di antara mereka ada yang celaka dan ada yang berbahagia.” (Hud: 104-105)

Pada ayat ini, Allah menerangkan bahwa Nabi Muhammad diutus kepada seluruh manusia. Ia bertugas sebagai pembawa berita gembira bagi orang yang mempercayai dan mengamalkan risalah yang dibawanya dan sekaligus pembawa peringatan kepada orang yang mengingkari atau menolak ajaran-ajarannya. Nabi Muhammad adalah nabi penutup, tidak ada lagi nabi dan rasul diutus Allah sesudahnya. Dengan demikian, pastilah risalah yang dibawanya itu berlaku untuk seluruh manusia sampai kiamat. Sebagai risalah yang terakhir, maka di dalamnya tercantum peraturan-peraturan dan syariat hukum-hukum yang layak dan baik untuk dijalankan di setiap tempat dan masa. Risalah yang dibawa Nabi Muhammad bersumber dari Allah Yang Mahabijaksana dan Maha Mengetahui. Tuhan yang menciptakan langit dan bumi dan segala apa yang ada pada keduanya. Dialah yang mengatur segala apa yang ada pada keduanya. Dialah yang mengatur semuanya itu dengan peraturan yang amat teliti sehingga semuanya berjalan dengan baik dan harmonis. Allah yang demikian besar kekuasaan-Nya tidak mungkin akan menurunkan suatu risalah yang mencakup seluruh umat manusia kalau peraturan dan syariat itu tidak mencakup seluruh kepentingan manusia pada setiap masa. Dengan demikian, pastilah risalahnya itu risalah yang baik untuk diterapkan kepada siapa dan umat yang mana pun di dunia ini. Banyak ayat di dalam Al-Qur'an yang menegaskan bahwa Muhammad diutus kepada manusia seluruhnya. Mahasuci Allah yang telah menurunkan al-Furqan (Al-Qur'an) kepada hamba-Nya (Muhammad), agar dia menjadi pemberi peringatan kepada seluruh alam (jin dan manusia). (al-Furqan/25: 1) Dan firman-Nya: Katakanlah (Muhammad), "Wahai manusia! Sesungguhnya aku ini utusan Allah bagi kamu semua, Yang memiliki kerajaan langit dan bumi; tidak ada tuhan (yang berhak disembah) selain Dia, Yang menghidupkan dan mematikan, maka berimanlah kamu kepada Allah dan Rasul-Nya, (yaitu) Nabi yang ummi yang beriman kepada Allah dan kepada kalimat-kalimat-Nya (kitab-kitab-Nya). Ikutilah dia, agar kamu mendapat petunjuk."(al-A 'raf/7: 158) Hal ini tidak diketahui oleh semua orang bahkan kebanyakan manusia menolak dan menantangnya. Di antara penantang-penantang itu adalah kaum Muhammad sendiri yaitu orang-orang kafir Mekah. Dan kebanyakan manusia tidak akan beriman walaupun engkau sangat menginginkannya. (Yusuf/12: 103).

NABI UNTUK SELURUH MANUSIA “Dan tidaklah Kami utus engkau, melainkan merata untuk seluruh manusia." (pangkal ayat 28) Maka segala manusia yang mendiami permukaan bumi ini adalah jadi tujuan dari dakwah Nabi Muhammad ﷺ, dengan tidak memandang bangsa, tidak memandang batas daerah, tidak memandang warna kulit. “Menghibur dan mengancam." Menghibur atau memberikan kabar berita yang menggembirakan kebahagiaan jiwa di atas dunia ini. Keluar dari gelap gulita kebodohan kepada terang benderang iman dan tujuan hidup yang nyata. Mengancam barangsiapa yang tidak mematuhi ajaran itu, yang mendurhaka dan membangkang, tidak melalui jalan yang dilalui oleh orang yang beriman, bahwa mereka akan tetap hidup di dunia dalam gelap, hidup tak tentu arah dan di akhirat diancam akan dimasukkan ke dalam neraka, tempat kesengsaraan untuk selama-lamanya. Oleh sebab itu, bukanlah kedatangan Nabi Muhammad ﷺ itu semata-mata buat bangsa Arab saja, melainkan meliputi Arab dan Ajam. Qatadah menjelaskan tentang ayat ini. Artinya bahwa diutus oleh Allah Ta'aala kepada Arab dan Ajam, maka barangsiapa yang taat kepada seruan itu akan dimuliakan dia oleh Allah. Nabi ﷺ sendiri pun menegaskan dalam sebuah sabdanya, “Dan Jabir bin Abdillah berkata dia, Berkata Rasulullah ﷺ, “Diberikan kepadaku lima, yang tidak diberikan kepada seorang pun dan nabi-nabi yang sebelum aku: (1) Dibantu aku dengan rasa gentar musuh walaupun masih jarak satu bulan, (2) Dijadikan bumi untuk jadi tempat aku shalat dan bersih, sehingga di mana saja umatku bertemu waktu shalat bolehlah dia shalat, (3) Dihalalkan bagiku harta rampasan perang (ghanimah) padahal dia tidak dihalalkan kepada seorang nabi pun yang sebelum aku, (4) Diberikan kepadaku keizinan memberi syafaat dan (5) Dan nabi yang lain diutus kepada kaumnya saja, sedang aku diutus kepada manusia seluruhnya." (HR Bukhari dan Muslim) Manusia pun telah sampai dalam abad kedua puluh ini kepada berpikir yang lebih luas, yang dinamai hubungan antar-bangsa, internasional, sampailah orang kepada mencari titik-titik pertemuan pikiran, mencari yang universal; maka Islam yang diajarkan oleh Nabi Muhammad ﷺ itulah yang dengan sadar atau tidak, yang akan diterima dan yang sesuai dengan kemudahan hubungan manusia itu. Ada orang yang mengemukakan kritik atau bantahan, mengatakan bahwa bahasa yang dipakai oleh Islam terlalu sempit, yaitu bahasa Arab. Sebab itu maka Islam pun hanya sesuai untuk bangsa Arab saja. Tanggapan yang seperti ini sangatlah dangkal dan bukan ilmiah. Karena dunia pun sedang mencari bahasa yang mempersatukan atau yang dapat menghubungkan di antara satu sama lain. Sebab itu bangsa-bangsa Eropa yang pada abad kesembilan belas merasa bahwa derajat mereka lebih tinggi selalu berusaha menonjolkan bahasanya sendiri untuk menjadi bahasa dunia. Yang sangat tertonjol dalam hal ini ialah bangsa Inggris. Mereka hendak memengaruhi berpikir dunia dengan bahasa mereka. Tetapi lupakah kita, bahwa berbagai bangsa yang di pertengahan abad kedua puluh telah mencapai kemerdekaannya, yang di sana telah sangat berpengaruh bahasa Inggris, selalu berusaha hendak membebaskan bangsa dan negaranya dari bahasa Inggris itu? Nyata sekali bahwa maksud penyebaran bahasa bagi bangsa yang menjajah itu ialah karena hendak menanamkan pengaruh lebih dalam sehingga walaupun Inggris telah me-ninggalkan tempat itu, mereka masih berusaha agar bahasa Inggris jangan turut pergi. Ini pernah dijelaskan oleh Thomas Carlyle, pengarang Inggris terbesar dalam bukunya Pahlawan dan Kepahlawanan. Sehingga di sana dikatakannya, bahwa meskipun Amerika telah merdeka dari kita, namun dia tidak akan dapat memerdekakan diri dari peradaban kita dan kebudayaan kita, sebab bahasa Inggris masih ada di sana. Dan dia pun menegaskan bahwa satu waktu India pun mungkin akan lepas dari tangan kita, namun selama bahasa Inggris masih mendarah mendaging di sana, India tidak akan dapat melepaskan diri dari pengaruh kita. Namun demikian, bangsa-bangsa terjajah itu mulai saja merdeka, mulai pulalah ber-usaha membebaskan diri dari bahasa bekas jajahannya. India yang berpenduduk 500 juta berusaha menggantikan bahasa Inggris dengan bahasa Hindustani sebagai bahasa persatuan bangsa. Pakistan berusaha menggantinya de-ngan bahasa Urdhu. Filipina berusaha menggantinya dengan bahasa Tagalog. Malaysia telah memutuskan bahasa Melayu menjadi bahasa kebangsaan. Di Indonesia masih sejak masa penjajahan dulu, pejuang kemerdekaan telah memakai bahasa Melayu (Indonesia) jadi bahasa persatuan. Adapun bahasa Arab, bukanlah dia membuat bangsa-bangsa yang memeluk agama Islam di luar Arab menjadi bangsa Arab. Islam tidaklah mengubah bangsa-bangsa lain untuk jadi Arab karena pengaruh bahasa Arab karena agama bukanlah kebangsaan. Tetapi dengan sukarela karena didorong oleh iman bangsa-bangsa di luar Arab memakai bahasa Arab untuk menjadi bahasa dalam shalat. Sehingga umat Islam yang di zaman sekarang jumlahnya di dunia sudah mendekati 700.000.000 (tujuh ratus juta) jika shalat memakai bahasa Arab. Pujangga-pujangga pembela bahasa Arab sejak zaman dahulu kala bukankah semata-mata pemeluk Islam yang berbangsa Arab saja, bahkan didapati nama sebagaimana Sibawaihi yang berdarah Persia. Ulama-ulama bukan Arab, termasuk ulama dari Indonesia banyak yang mengarang pengetahuan Islam di dalam bahasa Arab. Sebagaimana Syekh Nawawi Banten, Syekh Ahmad Khathib Minangkabau, Syekh Hasyim Asy'ari Jombang, Syekh Faqih Maskumambang, Syekh Ibrahim Musa Parabek, Syekh Abdulkarim Amrullah dan muridnya Syekh Abdulhamid Hakim Tuanku Mudo, dan lain-lain. Itu menjadi bukti bahwasanya bahasa Arab bukan berarti memaksa yang bukan Arab jadi Arab. Bahasa Arab yang jadi bahasa Al-Qur'an dan Sabda Rasul ialah sumber agama Islam. Maka adalah logis bahwa penyelidikan tentang Islam tidak akan sempurna kalau orang tidak masuk menyauk air dari sumbernya itu sendiri. Bangsa-bangsa penjajah dan kaki tangan penyebar Kristen di negeri-negeri Islam ber-usaha menghilangkan pengaruh bahasa Arab itu agar putus hubungan kaum Muslimin de-ngan sumber agamanya. Lalu untuk gantinya kaum Orientalis mempelajari sendiri agama Islam itu dari sumbernya bahasa Arab tadi, lalu mereka tafsirkan menurut pandangan mereka sendiri yang telah diatur menurut program tertentu. Kemudian karangan-karangan hasil penyelidikan mereka itulah yang diajarkan dalam perguruan-perguruan yang mereka dirikan, untuk dipelajari oleh orang Islam. Di negeri-negeri Islam sendiri, yang berbahasa Arab, kaki tangan penjajah berusaha propaganda agar penduduk negeri itu menghidupkan dialek daerahnya masing-masing. Memang, bahasa Arab dialek itu sangatlah sukar diketahui oleh orang yang hanya mem-pelajari bahasa Arab klasik. Sedang bahasa dialek Arab Iraq sangat berjauhan dengan dialek Arab Hadramaut. Dialek Arab Nejd sangat berjauhan dengan dialek Arab Maghribi (Aljazair, Tunisia, dan Moroko). Tetapi semua mereka bersatu dalam bahasa klasik dan bahasa pertemuan, bahasa parlemen, bahasa surat kabar, semuanya memakai bahasa klasik, yang dekat dengan Al-Qur'an. Maka kaki tangan penjajah dan penyebar agama Kristen itu berusaha keras propaganda mengatakan supaya tiap-tiap negeri itu maju: negeri Iraq, Syria, Mesir, Saudi Arabia, Yaman, Moroko, dan lain-lain, hendaklah mereka menghidupkan bahasa pakaian sehari-hari, bahasa dialek, bahasa pasar dan kasar, lalu tinggalkan bahasa Al-Qur'an yang mempersatukan mereka. Malahan ada lagi propaganda agar tulisan Arab itu diganti dengan huruf Latin supaya lebih maju. Namun segala usaha ini, meskipun berbekas juga sedikit, tidaklah memengaruhi bagi kesatuan kaum Muslimin sedunia, sebagai umat kesatuan Islam, umat pengikut Nabi Muhammad ﷺ Cuma orang-orang yang sok ilmiah sajalah yang dapat kena pengaruh. Sebagaimana pernah kejadian di Indonesia, ada seorang yang telah mencapai titel sarjana dari perguruan tinggi Islam mengeluarkan fatwa bahwa shalat boleh dengan bahasa Indonesia, tidak usaha bahasa Arab. Dia tidak menyadari bahwa dengan fatwanya itu berarti dia hendak memencilkan Muslimin Indonesia dari kesatuan umatnya di seluruh dunia. Ujung ayat menyebutkan, “Tetapi terlebih banyaklah manusia yang tidak mengetahui." (ujung ayat 28) Kita sudah maklum bahwa surah Saba' ini diturunkan di Mekah. Niscaya jelaslah ma-sih terlebih banyak golongan musyrikin penentang Nabi, dan masih sedikit orang yang beriman. Sebab itu tepatlah kalimat ini, terlebih banyak yang tidak mengetahui bahwa kedatangan Nabi Muhammad diutus Allah ﷻ ialah buat seluruh manusia. Meskipun demikian, dan sampai sekarang agama Islam telah berkembang selama empat belas abad, masih juga lebih banyak orang yang tidak mengetahui. Mereka mengenal bahwa di Tanah Arab, di negeri Mekah, telah lahir seorang Nabi. Mereka telah tahu bahwa kemudian beliau hijrah ke Madinah dan di sana pula beliau meninggal dan berkubur. Sampai sekarang masih dapat disaksikan kuburan beliau. Tetapi masih terlebih banyak orang yang tidak tahu. Maksudnya bukanlah mereka tidak tahu, bahwa Nabi Muhammad ﷺ telah datang jadi Utusan Allah ﷻ, yang banyak mereka tidak tahu ialah tentang inti sari dari ajaran beliau, atau misi yang beliau bawa.
