ٱللَّهُ ٱلَّذِى يُرۡسِلُ ٱلرِّيَٰحَ فَتُثِيرُ سَحَابًا فَيَبۡسُطُهُۥ فِى ٱلسَّمَآءِ كَيۡفَ يَشَآءُ وَيَجۡعَلُهُۥ كِسَفًا فَتَرَى ٱلۡوَدۡقَ يَخۡرُجُ مِنۡ خِلَٰلِهِۦ ۖ فَإِذَآ أَصَابَ بِهِۦ مَن يَشَآءُ مِنۡ عِبَادِهِۦٓ إِذَا هُمۡ يَسۡتَبۡشِرُونَ
It is Allah Who sends the Winds, and they raise the Clouds: then does He spread them in the sky as He wills, and break them into fragments, until thou seest rain-drops issue from the midst thereof: then when He has made them reach such of his servants as He wills behold, they do rejoice!-<br/>
God is the One Who unleashes the winds which then raise, stir up, clouds, and He then spreads them across the sky as He will, in small or large quantities, and He forms them into fragments (read kisafan or kisfan: 'scattered pieces') then you see the rain issuing out of them, that is, out of the midst of them. Then when He drops it, the rain, upon whomever of His servants He will, lo! they rejoice, they are happy because of the rain.
