يَٰٓأَيُّهَا
O you
ٱلَّذِينَ

ءَامَنُواْ
believe[d]
لَا
(Do) not
تَكُونُواْ
be
كَٱلَّذِينَ
like those who
كَفَرُواْ
disbelieved
وَقَالُواْ
and they said
لِإِخۡوَٰنِهِمۡ
about their brothers
إِذَا
when
ضَرَبُواْ
they traveled
فِي
in
ٱلۡأَرۡضِ
the earth
أَوۡ
or
كَانُواْ
they were
غُزّٗى
fighting
لَّوۡ
if
كَانُواْ
they had been
عِندَنَا
with us
مَا
not
مَاتُواْ
they (would have) died
وَمَا
and not
قُتِلُواْ
they (would have) been killed
لِيَجۡعَلَ
So makes
ٱللَّهُ
Allah
ذَٰلِكَ
that
حَسۡرَةٗ
a regret
فِي
in
قُلُوبِهِمۡۗ
their hearts
وَٱللَّهُ
And Allah
يُحۡيِۦ
gives life
وَيُمِيتُۗ
and causes death
وَٱللَّهُ
and Allah
بِمَا
of what
تَعۡمَلُونَ
you do
بَصِيرٞ
(is) All-Seer
يَٰٓأَيُّهَا
O you
ٱلَّذِينَ
who
ءَامَنُواْ
believe[d]
لَا
(Do) not
تَكُونُواْ
be
كَٱلَّذِينَ
like those who
كَفَرُواْ
disbelieved
وَقَالُواْ
and they said
لِإِخۡوَٰنِهِمۡ
about their brothers
إِذَا
when
ضَرَبُواْ
they traveled
فِي
in
ٱلۡأَرۡضِ
the earth
أَوۡ
or
كَانُواْ
they were
غُزّٗى
fighting
لَّوۡ
if
كَانُواْ
they had been
عِندَنَا
with us
مَا
not
مَاتُواْ
they (would have) died
وَمَا
and not
قُتِلُواْ
they (would have) been killed
لِيَجۡعَلَ
So makes
ٱللَّهُ
Allah
ذَٰلِكَ
that
حَسۡرَةٗ
a regret
فِي
in
قُلُوبِهِمۡۗ
their hearts
وَٱللَّهُ
And Allah
يُحۡيِۦ
gives life
وَيُمِيتُۗ
and causes death
وَٱللَّهُ
and Allah
بِمَا
of what
تَعۡمَلُونَ
you do
بَصِيرٞ
(is) All-Seer

Translation

O ye who believe! Be not like the Unbelievers, who say of their brethren, when they are travelling through the Earth or engaged in fighting: "If they had stayed with us, they would not have died, or been slain." This that Allah may make it a cause of sighs and regrets in their hearts. It is Allah that gives Life and Death, and Allah sees well all that ye do.

Tafsir

O you who believe, be not as the disbelievers, that is, [as] the hypocrites, who say of their brothers, that is, regarding their affair, when they travel in the land, and then die, or are on raiding campaigns (ghuzzan, 'a raiding party', is the plural of ghaazin), and are then slain, 'Had they been with us, they would not have died and would not have been slain', in other words, do not say as they say - so that God may make that, saying [of theirs], as a conclusion of their affair, anguish in their hearts. For God gives life, and He gives death, and so no staying put can prevent death, and God sees what you do (ta'maloona, or ya'maloona, 'they do'), and He will requite you for it.
