وَمَا
And not
كَانَ
was
رَبُّكَ
your Lord
مُهۡلِكَ
(the) one to destroy
ٱلۡقُرَىٰ
the towns
حَتَّىٰ
until
يَبۡعَثَ
He (had) sent
فِيٓ
in
أُمِّهَا
their mother (town)
رَسُولٗا
a Messenger
يَتۡلُواْ
reciting
عَلَيۡهِمۡ
to them
ءَايَٰتِنَاۚ
Our Verses
وَمَا
And not
كُنَّا
We would be
مُهۡلِكِي
(the) one to destroy
ٱلۡقُرَىٰٓ
the towns
إِلَّا
except
وَأَهۡلُهَا
while their people
ظَٰلِمُونَ
(were) wrongdoers
وَمَا
And not
كَانَ
was
رَبُّكَ
your Lord
مُهۡلِكَ
(the) one to destroy
ٱلۡقُرَىٰ
the towns
حَتَّىٰ
until
يَبۡعَثَ
He (had) sent
فِيٓ
in
أُمِّهَا
their mother (town)
رَسُولٗا
a Messenger
يَتۡلُواْ
reciting
عَلَيۡهِمۡ
to them
ءَايَٰتِنَاۚ
Our Verses
وَمَا
And not
كُنَّا
We would be
مُهۡلِكِي
(the) one to destroy
ٱلۡقُرَىٰٓ
the towns
إِلَّا
except
وَأَهۡلُهَا
while their people
ظَٰلِمُونَ
(were) wrongdoers

Translation

Nor was thy Lord the one to destroy a population until He had sent to its centre a messenger, rehearsing to them Our Signs; nor are We going to destroy a population except when its members practise iniquity.

Tafsir

And your Lord never destroyed the towns, because of evildoing on their part, until He had raised up in their mother-town, that is, the major [town] among them, a messenger to recite Our signs to them. And We never destroyed the towns unless their inhabitants were committing evil, by denying the messengers.
