  • أَتَبۡنُونَ Do you construct
  • بِكُلِّ on every
  • رِيعٍ elevation
  • ءَايَةٗ a sign
  • تَعۡبَثُونَ amusing yourselves
Do you construct on every elevation a sign,1 amusing yourselves,

1 - i.e., a symbol or indication of their wealth and power. They used to build lofty structures along the road to be seen by all who passed by.
Do you build on every prominence, every high place, a monument, an edifice as a signpost for passers-by, so that you may hurl abuse?, at those who pass by you and deride them (ta'bathoona, is a circumstantial qualifier referring to the subject of [the verb] tabnoona, 'you build').
