Or
كَصَيِّبٖ
like a rainstorm
مِّنَ

ٱلسَّمَآءِ

فِيهِ

ظُلُمَٰتٞ

وَرَعۡدٞ
and thunder
وَبَرۡقٞ
and lightning
يَجۡعَلُونَ
They put
أَصَٰبِعَهُمۡ
their fingers
فِيٓ
in
ءَاذَانِهِم
their ears
مِّنَ
from
ٱلصَّوَٰعِقِ
the thunderclaps
حَذَرَ
(in) fear (of)
ٱلۡمَوۡتِۚ
[the] death
وَٱللَّهُ
And Allah
مُحِيطُۢ
(is) [the One Who] encompasses
بِٱلۡكَٰفِرِينَ
the disbelievers
أَوۡ
Or

وَٱللَّهُ
And Allah
مُحِيطُۢ
(is) [the One Who] encompasses
بِٱلۡكَٰفِرِينَ
the disbelievers

Translation

Or [it is] like a rainstorm from the sky within which is darkness, thunder and lightning. They put their fingers in their ears against the thunderclaps in dread of death. But Allāh is encompassing1 of the disbelievers.

1 - Allāh states in the Qur’ān that He has certain attributes such as hearing, sight, hands, face, mercy, anger, coming, encompassing, being above the Throne, etc. Yet, He has disassociated Himself from the limitations of human attributes or human imagination. Correct Islāmic belief requires faith in the existence of these attributes as Allāh has described them without applying to them any allegorical meanings or attempting to explain how a certain quality could be (while this is known only to Allāh) and without comparing them to creation or denying that He (subḥānahu wa taʿālā) would have such a quality. His attributes are befitting to Him alone, and "There is nothing like unto Him." (42:11)

Tafsir

Or, the likeness of them is as a cloudburst, that is, [the likeness of them is] as people are during rain (kasayyib: the term is originally sayyoob, from [the verb] saaba, yasoobu, meaning 'it came down'); out of the sky, out of the clouds, in which clouds is darkness, layer upon layer, and thunder, the angel in charge of them [sc. the clouds]; it is also said that this [thunder] is actually the sound of his voice; and lightning, the flash caused by his voice which he uses to drive them - they, the people under the rain, put their fingers, that is, their fingertips, in their ears against, because of, the thunderclaps, the violent sound of thunder, in order not to hear it, cautious of, fearful of, death, if they were to hear it. Similar is the case with these: when Al-Qur'an is revealed, in which there is mention of the unbelief that is like darkness, the threat of punishment that is like the sound of thunder, and the clear arguments that are like the clear lightning, they shut their ears in order not to hear it and thereby incline towards [true] faith and abandon their religion, which for them would be death; and God encompasses the disbelievers in both knowledge and power, so they cannot escape Him.
