وَلَا
And (do) not
تَجۡعَلۡ
make
يَدَكَ
your hand
مَغۡلُولَةً
chained
إِلَىٰ
to
عُنُقِكَ
your neck
وَلَا
and not
تَبۡسُطۡهَا
extend it
كُلَّ
(to its) utmost
ٱلۡبَسۡطِ
reach
فَتَقۡعُدَ
so that you sit
مَلُومٗا
blameworthy
مَّحۡسُورًا
insolvent
وَلَا
And (do) not
تَجۡعَلۡ
make
يَدَكَ
your hand
مَغۡلُولَةً
chained
إِلَىٰ
to
عُنُقِكَ
your neck
وَلَا
and not
تَبۡسُطۡهَا
extend it
كُلَّ
(to its) utmost
ٱلۡبَسۡطِ
reach
فَتَقۡعُدَ
so that you sit
مَلُومٗا
blameworthy
مَّحۡسُورًا
insolvent

Translation

And do not make your hand [as] chained to your neck1 or extend it completely2 and [thereby] become blamed and insolvent.

1 i.e., refusing to spend.
2 i.e., being extravagant.

Tafsir

And do not keep your hand chained to your neck, in other words, do not withhold it completely from expending, nor open it, in order to expend, completely, or you will sit blameworthy - this refers to the first case - and denuded, cut off, having nothing - this refers to the latter case.
