وَإِذَا

بَدَّلۡنَآ
We substitute
ءَايَةٗ
a Verse
مَّكَانَ
(in) place
ءَايَةٖ
(of) a Verse
وَٱللَّهُ
and Allah
أَعۡلَمُ
(is) most knowing
بِمَا
of what
يُنَزِّلُ
He sends down
قَالُوٓاْ
they say
إِنَّمَآ
Only
أَنتَ
you
مُفۡتَرِۚ
(are) an inventor
بَلۡ
Nay
أَكۡثَرُهُمۡ
most of them
لَا
(do) not
يَعۡلَمُونَ
know

Translation

When We substitute one revelation for another,- and Allah knows best what He reveals (in stages),- they say, "Thou art but a forger": but most of them understand not.

Tafsir

And when We exchange a verse in place of a [different] verse, by abrogating it and revealing another, for the welfare of [God's] servants - and God knows best what He reveals - they say, that is, the disbelievers [say] to the Prophet may peace and salutation be upon him: 'You are just a fabricator', a liar, making it up yourself. Nay, most of them do not know, the true nature of Al-Qur'an and the benefit [to God's servants] of abrogation.
