  • مُهۡطِعِينَ Racing ahead
  • مُقۡنِعِي raised up
  • رُءُوسِهِمۡ their heads
  • لَا not
  • يَرۡتَدُّ returning
  • إِلَيۡهِمۡ towards them
  • طَرۡفُهُمۡۖ their gaze
  • وَأَفۡـِٔدَتُهُمۡ and their hearts
  • هَوَآءٞ (are) empty
Racing ahead, their heads raised up, their glance does not come back to them,1 and their hearts are void.

1 - This is their state at the time of resurrection from the graves. Their heads are upraised in fixed stares of terror, unable even to glance back.
as they come hastening (muhti'eena is a circumstantial qualifier) with their heads turned upwards, to the sky, their gaze, their sight, returning not to them, and their hearts as air, devoid of any sense, because of their being terror-stricken.
